The On The Mark™ Executive Interpretation Framework

Don't read a workforce metric in isolation. The same number can mean very different things depending on trend, concentration, and context — apply all three before assigning a status, using your own organizational target, not a universal cutoff.

Trend

Is it improving or deteriorating?

Concentration

Is the problem isolated to a role, unit, facility, or leader?

Context

What other workforce signals are moving with it?

GREEN — Performing / Stabilizing

At or better than your organizational target, or trending toward it, with no concentration risk.

WATCH — Requires Attention

Moved unfavorably for two or more consecutive periods, or acceptable on average but concentrated in a small number of units, roles, or leaders.

ACTION — Intervention Required

Moved materially past your organization's own tolerance, is compounding with another metric, or has reached a scale that requires executive intervention.
